The levels of power in the game work in a system called APT(or Apitude) in which a base mega Digimon will be APT 18, and after that, you have two more classifications APT 22, which is usually referred to jogress Digimon, either mega jogress (those jogress who are made directly from ultimate Digimon), regular jogress and the new system which upgrade regular mega Digimon to APT 22 and the last classification is APT 25 which is composed by X Digimon, SoulStone Cultivation Digimon and Z Digimon.
Depending on the APT of the Digimon, it will have higher stats and higher scaling of stats, but that doesn't necessarily mean that APT 18 can't be used; there are a few examples of Digimon that still work at APT 18, like Alphamon, and with the new addition of APT 18 upgrade to APT 22 many of them are viable in PVP or PVE scenarios in the late game.

Finally, the stats are a big part of the strength of a Digimon, as the main way to power up a Digimon is by raising their stats with the many mechanics of the game; the most important stats of a Digimon are these( Critic resistance is also important, but hard to get):
