Skills Translation
Normal Skill (Qiāng Lián Jí / Spear Combo Attacks)

Single Target Multi-Hit | EXE: +10 | Direct Damage
Attack a single target 3 times, each time dealing 60% damage.
100% of this skill's damage will be deducted from the target's Maximum HP.

Main Skill (Ryūsen Rangeki / Dragon Flash Shooting)

5 AP | True Damage + Direct Damage | EXE: +20 | AOE
Inflict an
Overload mark on all targets with 100% fixed probability, lasting for 2 turns.Afterward, select a designated target, causing 260% True Damage.
Afterward, deal 190% damage to all targets, and 30% of the AOE damage will be converted into True Damage, dealt to the initial designated target (this damage cannot exceed 60% of Target's Maximum HP).
If Takutoumon WM has 4 stacks of
Treasure Cone when using this skill, inflict Suppression effect on the designated target before attacking.
Icons & Terms Explanation
Overload: When a target gets attacked by Thunder element skill, the target's allies who is inflicted with this negative mark would take 10% damage as well.
(True Damage: When calculating the damage, Crit Rate, Crit Damage, Damage Increase, Damage Reduction, Crit Resist, Toughness and DEF stats will not be counted, and subtract the amount of damage directly from the target's HP.)
(
Treasure Cone: Takutoumon WM's exclusive layer. Each stack of Treasure Cone grants halo ATK +6%.)
(Suppression: A special unpreventable effect that would disable the target's Passive Skill, but any trigger effect can be triggered normally.)

Sub Skill (Bishamon Hakkyoku Senjin / Bishamon Eight-Pole Annihilation Formation)

5 AP | Direct Damage | EXE: +20 | Single Target
Override Effect: Takutoumon WM can perform another action after this skill is released.
After any target makes a move, Takutoumon WM gains 1 stack of
Treasure Cone, and it can be stacked up to 4 stacks.25% of the damage dealt outside of Takutoumon WM's active turn will be converted into Recovery Effect for himself.
During the enemy's turn, trigger one of the following effects based on their role:
Output (DPS): When the target gains an additional turn, deals 80% damage, and reduce 1 AP, this effect ignores the target's Status Resistance.
Support (Auxiliary): After the target makes a move, deal 80% damage and remove -50 EXE.
Control: Before the target moves, deal 180% damage, and grant yourself 1-hit
Control Resistance, lasting for 2 turns.
When using this skill, attack a single target, dealing 180% damage, for each layer of
Treasure Cone, this skill deals an additional attack. There is also 100% basic probability to Delete 2 buffs from the target before each attack. This effect ignores the target's Status Resistance.

(
Control Resistance: A special undispellable buff that completely resist any type of Control Status from the opponent throughout the duration of this buff.)
(Delete: Cause the specified buff to be erased, which also effective against undispellable buffs. However, the success of the action is determined by Status Hit and Status Resistance.)

Build Recommendation
Digimon New Century is a game where your DPS unit could act as a Control unit, and your Support unit could act as your DPS unit. They are so expandable. This recommendation only offers the basic look to how you could set this unit up, but don't be so rigid, try out your own unique build, it surely would fit your team better.

His build and usability is pretty similar to Craniamon X, a highly damaging unit who is so resilient.
If you are using Damage Increase Toughness build for Takutoumon WM, the plugin is obtainable from Gankoomon X's plugin dungeon.
With Damage Increase Toughness build, the longer the battle, the more Damage Increase buff you will get, hence it might be better to put more effort on survivability compared to damaging capability. If you're using 4 sets of that plugin, each round you will get 2 layers of [Fierce Fighting] which would provide 6% Damage Increase. It would take 5 rounds to get a maximum of 30% Damage Increase buff.
Takutoumon WM could function properly even without his exclusive microchip core.
